My kids want a desktop. I have an old Dell up in the attic. It's an Inspiron 530s ,Intel Pentium Dual Core processor E2160 (1.80GHz,800FSB) that had vista on it. I replaced the fan in it a couple yrs after I bought it. Would it be worth setting up? Will it play the new games i.e. cuphead, subnautica, etc?

"kamikaasje on most platforms" —

will probably be running on the iGPU so the games it will play will be very limited.
I fixed up an old PC for my niece but that was a quadcore (Q8300) and put a Radeon HD6850 in it and a Samsung 850 Evo SSD, so it will run basic games but I have no high hopes for recent titles on that.

What u can do is check the specs at systemrequirementslab for games with that PC and see whats possible.

Minecraft... Do I have to buy it again!?! My kids love Minecraft and between us we have purchased it 6 times! One copy for 360, one for ps3, 2 p.e.'s for their tablets, & two pc downloads. My son just bought an Xbox one (he worked & saved for 2 yrs for it) and the other kid is saving for a ps4. Am I going to have to buy minecraft 2 more times? Can't they just stream it or something?

Microsoft has said they are going to do away with XBox console generations, so from now on it will just be a hardware upgrade. This will allow them to play game from the past on future platforms, much like PC has been.

Can a Steam controller be used with ps3 or is it strictly for pc games?
