What's it doing? Not posting, not booting, no beeps? What exactly?
Stupid question: did you flash it before with your old CPU?
Plenty of ppl experiencing similar issues with their new 5700 (xt) build, due to the existing driver issues AMD is having.
Have you waited long enough? Some ppl say it took their all AMD builds 10 minutes until it posted

Have you tried the following:

- Make sure the GPU is seated properly on the PCI-E slot, and all the PCI-E power
cables are connected to the GPU.

- Update your system BIOS, if not done so
- Clear and reset all the CMOS/BIOS settings to default, if need be
- Try with a different GPU
- Plug directly into GPU, not MOBO
- Use the other PCI-e slot
- switch ports HDMI/DP on back of card
- try booting 3-5 times
- remove old drivers with DDU and then install new drivers
- Changing PCIE 4.0 to 3.0 in BIOS

Can you access bios? you could also try disabling all power savings mode, especially for pcie. Check your pcie slots, gpu etc. Perhaps the computer is starting in power savings mode and not turning on until windows loads. Also disable sleep mode for the monitor in power settings.

have you checked if you didn't need to update the bios for the processor? couple of times i need to do that so i always keep and old processor in case is needed
