As soon as they show interest in trying. My eldest son was fascinated with throwing dice at the tender age of 1 and 1/2 years. He's 40 now, and as die-hard a gamer as anyone could ever meet. All 5 sons are computer gamers like their mom. It helps with school, with social skills and teaches keyboarding, a vital skill necessary in todays technology driven world!
As soon as they want to. Not every child is a natural gamer and not all children want to play video games. My brothers and I started our gaming with the Atari 2600 and continue to game to this day, some on console and some on PC
My daughter is 5, and has been playing video games since she was about 2 or 3. She loves Mario. She also likes to play DiRT Showdown now, which we just got the other day for super-cheap!

I'm gonna go with 3, but I'd be lying then because my 2-year-old is playing educational games. Is that still categorized as a "video game"?

Depending of the game, its not the age that matters its whats been played and how long times they spend doing so
