Top 1 reason for me to buy a game is to play it with my friends..

i look for a game that isnt horribly coded and i will enjoy. Preferably without leveling on FPS for sure. i like competitive feeling not carrot and stick though i understand RPGs need some sort of progression mechanic.

I typically don't purchase games that are single player only, unless there's mods (ex. Skyrim). I just feel like there's not enough there after you're done with it. That said, I buy games that have a good PvP scene, and has enough content rolling out to keep you coming back.

Cost to value ratio. I'll buy games no matter how crappy or awesome, if they're cheap enough and look interesting. It's just a matter of my personal tastes, really. I like fantasy and scifi, so if a game has a compelling story, or gameplay I enjoy, I buy it. Anything with the word 'sandbox' gets my attention, generally, as does anything terribly innovative.

are two things more than anything, the price and the game has a good story

It has to help me escape into a great story, where decisions you make affect the outcome.
