I learned recently that my motherboard supports up to PCIE 3 but not 4 like my new and previous video cards are. Wonder if this means I can get a bit more performance with my gpu's with a PCIE 4 mobo   Anyone else have experience with this?

Only if your GPU doesn't use all the PCI-E pins like the RX 6500XT.
Not even a 3090Ti is limited by a PCI-E 3.0 x16 slot / PCI-E 4.0 x8 slot.
