If you can oc on that board like you said, go for the best Corsair or Antec water cooling unit you can afford. Or a Noctua air cooler. The Hyper 212 is good in the best buy range, but it's not a high end cooler for heavy duty overclocking (unless you put 2 fans on it in push-pull).
You need to cool your i3 more or you plan to change your CPU to something more powerfull? If it's i3 and such, you don't need to spend 100$ to keep it cool and quiet, under 50$ would be more than enough.

i forget to mention that i'm using ARCTIC MX4 Thermal Paste and everything it's without OC

i'm using that Cooler Master Hyper 212 Plus (old version) and for 2 or maybe 3 years I never have a problem
