Since my Ryzen upgrade my internet speed has been lower then before. I guess my old mobo of GIGABYTE had a better quality LAN connection then my current Asrock.
Still, speeds are really fast! so the fact that I dont have 1+ Gbps anymore but high in the 900's Mb is still considered a #1stWorldProblem
we pay for 200 and only get 37, had them out here like 4 times, replaced everything, wires, router, modem

Use Wireshark (or the Microsoft Network Monitor) and see if you are getting a bunch of errors between your network interface and your router. In my experience Realtek gigabit has issues like this with certain setups but I am not 100% certain of what the actual problem is.

That's pretty good! Most folks in the U.S pay out the nose for internet that good. We're paying a fair amount for our 10Mbps down/1 up

Do you have the right nic drivers, not just the ones that comes windows?
Also there are win10 settings that allocate some bandwidth for update services. They can be turned off to get that back.
