The location of that router could be seriously effecting your wifi signal quality.
Signal strength and signal quality are two different things and they are mutually exclusive.
You can have excellent strength but low quality and your connection won't work very well. The flip side is you can have low signal strength but high signal quality and it will work fine.
Sitting right next to that router you have an alloy post and what looks like an amplifier on one side and an Xbox 360 on the other.
