So what's the popular opinion on gpu's.
I am considering a new 1050ti because it seems to be the biggest bang for the $$$, but I don't know anyone that has one that will tell me a user opinion.

It depends on your upgrade plans. I have a card that is only a few % stronger than a GTX 1050 Ti 4GB and I have a platform similar to yours (FX 8300 overclocked to 4.2, 16GB DDR3, Asus M5A97 R2.0 Evo).
If you plan on upgrading your platform soon, go with something stronger, at least a GTX 1060 3GB.
If you have no plans on changing the platform (CPU, MBO, RAM) in the near future, a GTX 1050 Ti is right around the point of bottleneck, just the right card not to be bottlenecked in most games and bottlenecked… See More
in a few. That means a stronger card would not outperform it in most cases for you.
But, it's worth mentioning, if you plan on playing on higher than 1080p, then a GTX 1060 or an RX 580 is the lowest you should go.
Also, decent alternatives are the Radeon RX 560 1024 4GB (the 896 "D" model is a lot weaker), the Radeon RX 570, a GTX 960 or a GTX 970.

I can get the 1050ti for $209 or the 1060 for more than $100 more

Decent but try for a GTX 1060 or higher, it'll last you longer
