Is it normal to get 70C GPU temps on a game played at 1366*768? I feel something is off right now. I may have to rearrange some fans or even add some more...
Use Vsync or a software which caps the fps on the display rate normaly 60 then your GPU usage and temps should go down

On a Radeon GPU... yes. My R9 390 does not even turn the fans on until it hits 60C.

If the game uses some advanced CPU-operations, like AI, it will most likely heat up when throttling the cores at 100%. BTW: Most CPU-tests use that resolution (or 720p) to rule out GPU-bottlenecks when it comes to gaming.
Edit: also the ultra setting you used could add some CPU-computed effects.

Up to 75C is normal and 80C is safe limit. However, you can tweak fan curve to lower the temp. at 60C. Default fan setting is set lower to reduce noise.

What game are you playing and how many frames are being pushed through?
And what GPU are you using?

it's normal, don't sweat it, AMD GPU's run well in the 80's with fans rev'd only @60%

I won't worry seeing 70C on 1080p. But no wonder to see same temps on 1366x768 or any.. depending on your graphics quality settings or cooling stuff like you said, etc.
