Windows 10 login password recovery is a bit easier apparently. If you are using a Windows Live login then just goto account.live.com/password/reset to reset your password. If you are using a local account then you can use your windows cd (or someone else's windows 10 cd) to help recover your account.

decrypting them maybe a matter of getting the correct key to decrypt them (usually by paying them, their program gets hacked or they get caught and forced to release the decryption keys). But it all depends on what they used to encrypt things.

That sucks but they usually cannot write to the BIOS like that. Assuming that your laptop picture is correct and you have a HP laptop, try following the instructions found at support.hp.com/us-en/document/c0412673…
A summary:
Turn off your laptop
Hold Windows Key + B
While continuing to hold the above keys, hold down the power button for 2-3 seconds
Do not release the Windows Key + B combination until your computer starts beeping at you or your BIOS screen appears.

That's a horrible experience, and one that unfortunately happens quite frequently. Sorry you experienced this. You probably should wipe clean that system.
